Abstract

Knowledge and information have the power to transform economies and societies. Universities, as public good institutions, have become the first social actor for the generation of organized knowledge and a platform for social development. It is clear that
in countries where there is more investment in education, there is a higher quality of life and there is a higher per capita income.
In Latin American countries, the proportion of people with tertiary education is very low and, therefore, they are located on the periphery of the knowledge society, which contrasts with the fact that, according to the World Bank, only 20% of the population controls 80% of world production.
Most of the reports from major agencies, foundations, and international organizations agree that Latin America does not have the human capital needed to respond and compete against the regions that control the knowledge economy. This will not be reversed, in Therefore, each country does not have the capacity to incorporate knowledge to all productive and service sectors, its higher education institutions remain outside of international trends and do not join world-class university networks and the increase in the rate of graduates with technological, undergraduate, specialization and doctorate studies.
Ecuador has always been characterized by its cultural and environmental richness. Starting in the second half of this century, the country experienced significant growth and poverty reduction due to the oil price boom. This allowed progress in the area of ​​infrastructure for development, in laws and regulations aimed at consolidating and developing priority sectors such as education and health
