Abstract

On February 29, 2020, in Ecuador, the index case of COVID-19 was officially confirmed through a press conference by the Minister of Health at the time; establishing a definition of epidemic, which led the government to declare a health emergency on March 16, 2020, through a state of exception in the national territory, which included a curfew, restriction of mobility due to the number of plates, quarantine and social isolation.


Previously, the O.M.S. On March 11, 2020, it had declared a global COVID-19 pandemic, after the first case officially reported on December 31, 2019, in a food market in the city of Wuhan, Hubei province, of the great Asian country of China.


Because COVID - 19 is a disease that directly affects human beings, it has become a true public health problem, without distinction of ethnicity, sex, creed, age and social class; Faced with this situation, the need for intrinsic participation between citizens and local health authorities in an organized way is established, through the application and development of Community Epidemiology, as an alternative for health promotion and disease prevention. , with community participation in the health system, based on equity, solidarity and innovation.
