Abstract
Academic freedom and institutional autonomy, from all its edges, are not a privilege. Responsible university autonomy is a condition for the development of each institution of higher education and of the country itself.
Today there is a debate about what should be the University of the 21st century in Ecuador and what role or roles should be adopted, depending on the autonomy, to each of the actors of the Higher Education System (SES).
