Abstract

 


In Ecuador on February 29, 2020, the index case of COVID - 19 was officially notified, with a definition of epidemic, which caused the national authorities to declare a health emergency on March 16, 2020, to through a state of exception, which included measures such as: curfew; restriction of mobility in motor vehicles, by license plate number; quarantine, isolations, among other prohibitions.
The World Health Organization (WHO), previously, on March 11, 2020, had declared the global pandemic of COVID - 19, after the first case officially reported on December 31, 2019, in a food market in the city from Wuhan, Hubei Province, China.
Because it is a direct affection to human beings, it became a real public health problem, without distinction of race, creed, age and economic situation; Faced with this panorama, the need for intrinsic participation between citizens and local health authorities in an organized way is established, through the application of the Renewed Primary Health Care (PHC - R) strategy, as a gateway to care in the health system, with equity, solidarity and innovation.
